  1. Goals and Objects
    - To promote International Women' Racing programs in Russia
    - To maintain close cooperation between European SCIRA National Associations
    - To develop the professionalism of sailing skills of yachtsmen and reveal the best ones
    - To popularize the Moscow Region Water Area
    - To train the aim of top technology conduct of International regattas in Moscow conditions
  2. Organizing Authority
    The management of the event is realized by Moscow Yachting Federation and SCIRA Russia.
  3. Host Club and Venue
    Moscow Sport Committee' State Educational Establishment gMoscow Experimental School for Further Professional Skills in Sailing Sportsh (Moscow Sailing School) along with SCIRA Russia together with the support of Moscow Yachting Federation.
    The event is held on Water areas of Klyazma and Pestovo belonging to the Channel named after Moscow.

  4. Rules
    The event is held with the accordance to the Notice of Championships, held by All-Russia Yachting Federation for the year 2003 and is governed by the Yacht Racing Rules 2001 ? 2004 International Sailing Federations (ISAF), Class Rules 2001 ? 2004 SCIRA, with the accordance to Class Constitution and By ? Laws, Rules of Conduct National and International Regattas SCIRA, Moscow Channel Sailing Rules and present Notice of Race and Sailing Instructions.
    All yachtsmen compete for a personal score pass.
  5. Advertising
    The event is restricted to Category "A" with the accordance to SCIRA Advertising Prescriptions.
  6. Conditions of Entry
    Regatta is open to current European SCIRA members.
  7. Entries and Registration
    Filled in Competitors Entry Forms and non-participants registrations are accepted in Regatta Office until the 15th of July 2003.
    Entry fees - 50 Euro ? are to be paid on registration in Regatta Office in cash.
  8. Regatta Schedule
    Check ? in and measurement starts at 11:00 August 22d.

  9. Measurement
    All boats are subject to measurement at any time at reasonable discretion of Race Committee. All boats are required to have a current Class decal properly displayed.
    All skippers must use their own Sails.
  10. Sailing Instructions
    Sailing Instructions in Russian and English will be available on the Regatta Office Information Board from 10:00 August 23d.
  11. Courses
    The courses to be sailed are the Class approved ones and are described in Sailing Instructions.
  12. The gBlack Flagh Rule
    With the accordance to Class Rules, the gBlack Flagh Rule is not practicing at any Snipe Regattas held in Russia.
  13. Scoring
    Scoring is set with the accordance to SCIRA Low Point System as shown in Class Rules.
  14. Responsibility
    The Organizing Authority does not take any responsibility for life and property of the competitors during the event.
  15. Prizes
    Ladies European Trophy is awarded to winning skipper and crew according to the Deed of Gift. Prizes and Diplomas are awarded to best three skippers and crews.
